David Howarth

David HOWARTH is a Full Professor of Political Science at the University of Luxembourg, where he specializes in European political economy, financial governance, and European Union studies. His research focuses on the political economy of European integration, with particular expertise in Economic and Monetary Union, Banking Union, financial regulation, and the governance of European financial institutions. He is also a founding member and head of the University of Luxembourg’s Robert Schuman Initiative, a leading interdisciplinary centre for the study of European affairs.

Professor Howarth’s work examines how financial systems, monetary institutions, and regulatory frameworks shape the European Union’s political and economic trajectory. He has published extensively on the European Central Bank, capital markets, banking reform, and the politics of financial integration, including widely cited contributions to debates on the future of European economic governance. Beyond academia, he has extensive experience engaging European policy and research networks, contributing to interdisciplinary initiatives connecting scholarship with contemporary policy challenges facing Europe. He earned his DPhil in Politics from the University of Oxford in 1998.
