Tara Lipovina

Tara Lipovina is a political scientist specialized in European governance, development cooperation, gender equality, and human rights. Her professional experience spans academia, civil society, diplomacy, and international organizations. She has worked on EU policy analysis, development cooperation, and human rights monitoring through roles at the European Council on Foreign Relations (ECFR), the UN CEDAW Committee in Geneva, and development organizations managing gender equality projects in the Global South.
Her expertise includes EU governance, qualitative research methods, comparative case studies, and gender mainstreaming across policy sectors. She also serves as Co-Chair at RegSearch - Global Council for Responsible AI, contributing to international discussions on AI governance, human rights, and risk mitigation frameworks.
She earned her PhD in Social Sciences from the University of Luxembourg in 2025, where her research focused on normative coherence for gender-equal development and the impact of EU integration processes on gender equality in EU candidate countries.
